Who is Kagura Mikazuchi?

Kagura Mikazuchi is a powerful Mermaid Heel mage and the younger sister of Simon, who protected her when the Tower of Heaven's forces tore children from their homes. Believing Jellal Fernandes responsible for Simon's death, Kagura dedicates herself to revenge and vows to draw her sword Archenemy only when she can kill him. The Grand Magic Games brings that oath into a three-way battle with Erza Scarlet and Minerva Orland. Erza reveals that Simon died shielding her and later saves Kagura from falling, forcing Kagura to reconsider a hatred that has organized most of her adult life. Minerva exploits the resulting opening, but Kagura's story continues beyond defeat. During the Alvarez invasion she fights beside Erza, Yukino, Sting and Rogue, confronts a Historia of Simon created by Neinhart and helps oppose Larcade, allowing loyalty to the living to replace revenge as her only purpose.

Kagura's restraint is as important as her power. Keeping Archenemy sheathed turns every battle into a reminder that one act of vengeance has been granted a status above all other goals. When she finally questions the oath, development means recovering choices rather than becoming less formidable.
